Jolly became a wealthy planter, slave-owner, and cattle rancher, living much like a Southern aristocrat. He was known for his friendly and low-key demeanor, as well as his dedication to providing opportunities for the Cherokee.
After a reorganization of the tribal government around 1818, Jolly was made Principal Chief of the Cherokee Nation–West (also called the Western Cherokee). He led his people during a period of forced relocation, including the removal from their ancestral lands to the Arkansas district of Missouri Territory and later to Indian Territory (present-day Oklahoma). He was closely associated with the Cherokee leader Sequoyah and the explorer Sam Houston, whom Jolly adopted as a son after Houston lived among the Cherokee.
